Miguel Fraga has been First Secretary at the Embassy of the Republic of Cuba in Washington,
D.C., since the reestablishment of diplomatic relations in July 2015. He was formerly First Secretary to the Cuban Interests Section. Since 2006 he has worked in the Ministry of Foreign affairs in both the North American and U.S. divisions. From 2008 to 2011 he served at the Cuban Embassy in Canada. From 2003 to 2008 Mr. Fraga was a member of the People’s Power Provincial Assembly of the City of Havana, which is the provincial parliament in Havana. He graduated Summa Cum Laude from the University Of Havana Faculty Of Law in 2003, and earned a Master of Science degree in Foreign Relations from the Higher Institute of Foreign Relations “Raúl Roa García.”
Jesus “Chucho” Garcia is an intellectual, diplomat, writer and activist for the rights of people of African descent. He studied Education at the Central University of Venezuela (UCV). He is a founder of the “Miguel Acosta Saigne” Center for African American Studies (1987) of the UCV. He has conducted several studies on the African Diaspora, work that led him to travel to North, Central and South America and the Caribbean as well as Africa, to conduct ethnological research focused on Congo, Benin and Cape Verde, where most Africans brought to America and Venezuela came from. As an Afro-Venezuelan activist, Garcia has been a co-founder and organizer of many urban and rural community organizations and a longtime fighter against racism and discrimination. He has been an adviser for the following: UNICEF; the Ministry of Foreign Affairs of Venezuela for Saharan Africa; the Ministry of Culture of Venezuela; and the Andean Parliament in the field of human rights. Chucho has published over 20 books and some 1,200 articles on historical, spiritual, literary, cultural and geopolitical problems of Africa and its diaspora in peer-reviewed journals and newspapers. He served as head of the Diplomatic Mission of the Embassy of the Bolivarian Republic of Venezuela in Angola, concurrently with Zambia and Sao Tome and Principe (2008-2013); and later in Mali, from November 2013 to September 2014, concurrently with Burkina Faso. He is currently the General Consul of the Bolivarian Republic of Venezuela in New Orleans.
